[li] The Council is the Political movement in Lucent, and they are supposed to work together with the Angels and inform them of any bill they plan to pass regarding the Gates public safety, or law enforcement, but control nearly all other aspects of city life.
They are known for their notoriously sharp tongues and their avocation of peace and national unity, and it is said that even the least competent Council Member can win in an argument against a non-member.
The Council is a group made up of the citizens of St. Lucent, who have been elected or been bought in, they are usually wealthy, but some citizens from the lower classes have gotten in through strength of will.
[/li][li] They are usually religious and separated into many different 'factions' of religion or belief, most believe in some variant of the One God, but most Council members reject the worship of the Gates, though others worship various other Gods hailing from other regions of Catori, especially Moana, the Goddess of the Sea.
Sidling with their ideas of unity, all these different 'factions' manage to coexist in relative peace because the Council unites them.
[/li][li] Are required to have a college degree, most Council Members have gone on to become inventors, philosopher's and all of them are wealthy.
[/li][li]Meetings are held in Chamber, and ruled over by the Master of Ceremonies (at this moment, Collins), who controls all the traditions the Council uses to unite it's members. The Council has many rites of passage and tournaments amongst it's members, rather like a college fraternity, but unlike the Angels they are open to the public.
Young Council members often 'duel' in the Chamber, usually the competition is fencing, but sometimes it can be anything from poetry to foot racing usually early on in the day. These duels are supposed to be a sport, but sometime decisions can be heavily swayed by whoever wins these 'duels'.

ALL Decisions are decided upon by votes, the vicious and empowering philosophy of Majority Rules, is applied to nearly every situation, and is taught as a way of life to all Council Members, in every group decision, a vote is required.
[/li][li] Openly fighting (when not in a duel) with another Council Member is forbidden. This is taken extremely seriously, as majority rules would decide an appropriate punishment.
[/li][li] Often live in lofts, or true houses unlike the rest of Lucent's populace, the Council owns a certain amount of land on the island, which is more valuable than any precious metal.
[/li][li] Wear black clothes to all meetings, black shirts, ties, cloaks, capes, hats ect. It's considered an unofficial uniform to symbolize unity.
[/li][li] They are powerful individuals, The best of them have power even over the Seraphim.
The General stance is that the Council sides with all Churches (besides St. Ethels) and usually opposes the Angels's violent ways and instead uses Majority Rules and the media to vanquish opponents.
[/li][li] It has been documented that those of a hybrid heritage have a hard time getting into the Council, and while pure breeds to make up the majority, the Council has made no statement on this as of yet.
[/li][li] They are united the basic ideals of unity, democracy and peace, all Council members have agreed on these beliefs upon joining, and they will do anything to achieve a world where those ideas are realized.
