Character Name: Roxanne Lee Rashkae

Personality: Roxanne is a very cruel, hard-hearted woman, though you wouldn't know when you first met her. If you were to see her walking down the street, she would seem kind, well-mannered, even to hybrids. She'd even go out of her way to ask you how your day is going. But, alas, it is all a ruse. In all actuallity, Roxanne is a complete sadist, she enjoys watching others suffer. She keeps it well hidden, though. Many of her fellow Council members don't even have a clue of what she did outside of meetings. She invites furres to her home, always hybrids, and they never come back. It is unknown what she does to them, though it's probably better left unexplained. Other than that, she loves all sorts of knowledge, and is often seen at the Red Pavilion daily.
Appearance: Roxanne, for one, is quite short. Despite this, it is quite obvious that she has spent quite a bit time working out. wiry muscles ripple under the rough black fur covering her body. Her collarbone is covered in a streak of white, typical of her species. Long black hair cascades down her shoulders, a streak of premature silver running through it. Her eyes are also a bright silver.
As for clothing, Roxanne prefers to keep it simple or go all out. There is no middle ground. Her coats and outside wear tend to be quite extravagant, lined with exotic furs of unknown origins and falling down to her ankles. Under said coats, though, she tends to wear dresses that are quite simple. A short black dress with a silver band around it or something of the sort, always matched with boots with six-inch heels. To make up for her height, of course.
Background: The Rashkae family has always been one of the more prestigious families on the island. Always making advances in medicine, saving lives. Roxanne grew up tagged with high expectations from everyone. Family, peers, and teachers especially. Her grades always came first. Getting straight A's in the boarding school that had been her prison until she graduated. Then college, where most of her peers were much more intelligent than her. It made her push herself harder. Too hard. One day she just snapped under the pressure. of course, there were no obvious symptoms at first. Classes continued as normal until she got her degree in medicine. Then she was allowed to hang out, have fun, and things of that sort. But it was too late. The expectations her family had of her were imbedded into her mind. Fun was not an option. Not a normal person's idea of fun, anyway. She broke off all contact with her family and joined the Council, something the Rashkae's had always been against.
Roxanne would often wander around the streets at night, trying to untangle the mess her brain had become, only losing herself more in the web of insanity. Often her feet brought her to East Lucent, where she often saw the terrible things that happened there. It shocked her at first, watching murders and drawn-out tortures of the innocent. But she quickly became used to it, knowing that it was a normal, if not desperate, thing that happened in that area. It didn't bother her one bit, until one night it nearly happened to her. A hybrid suddenly came at her, knife in hand. He was going to kill her and steal from her corpse. But, it didn't happen quite that way. In a quick move, she kicked the knife out of his hand, caught it and slit his throat. Of course, she quickly fled the scene, running to her apartment in West Lucent, careful not to be seen. When she got to her home, she threw the knife into the garbage, trying to come to terms with what she had done. It didn't take long, but there was one thing she could not deny: She had enjoyed it. The adrenaline rush, especially. She fished the knife out of her trash after the realization. There were many other poor, desperate hybrids out there. And she was going to change that. Either with her seat on the Council, or with her trusty knife that she had kept since that faiteful night.
